Prime Minister Sitiveni Rabuka has officially launched a comprehensive Monitoring, Evaluation, and Learning (MEL) Unit under the Office of the Prime Minister, a pivotal move aimed at establishing a new era of results-oriented governance in Fiji. In a recent session in Parliament, Rabuka discussed how this new unit will act as the cornerstone for assessing governmental performance and ensuring accountability to the Fijian public.

The MEL Unit aims to facilitate evidence-based decision-making across various sectors, including infrastructure, healthcare, poverty alleviation, and community development initiatives. The Prime Minister stated that this initiative reflects the increasing public demand for accountability and tangible results from government actions. The MEL framework will operationalize the National Development Plan (NDP) 2025-2029 and the long-term Vision 2050 goals, ensuring that every dollar spent contributes to public value.

To bolster accountability further, permanent secretaries’ contracts will be aligned with the achievement of development targets, compelling ministries to synchronize their strategic plans, budgets, and reports with these objectives. This new whole-of-government monitoring system is designed to provide timely updates on the progress of national initiatives, enhancing transparency and efficiency in public spending.

Previous reports indicate that this establishment comes in response to prior criticisms of government performance and inefficiencies within ministries. The MEL Unit is seen as essential for tracking resource allocation and assessing the real impact of governmental programs on citizens’ lives. It will also involve the existing monitoring and evaluation officers being integrated into this new framework, ensuring a smooth transition and effective implementation.
