Fiji launches e-Plan Phase II to fast-track land approvals and boost investment

The Ministry of Lands and Mineral Resources has officially launched Phase Two of its e-Plan Lodgement System as part of its ongoing digital transformation initiative. Permanent Secretary Paula Cirikiyasawa stated that this upgraded system enhances the efficiency, transparency, and accountability of land survey and registration services within the sector.

This new platform enables private surveyors and government agencies to submit plans digitally, incorporating features like online payments through M-PAiSA and internet banking, as well as the electronic submission of requisitions, all while ensuring rigorous data security. This digital transition aims to drastically cut the survey plan approval time by approximately 45%, reducing the wait from 90 days to around 30 working days.

Cirikiyasawa emphasized the positive implications of the e-Plan system, which is expected to enhance service delivery, bolster investor confidence, and create consistent data across the Ministry’s operations. This digital project is part of a broader government commitment to transition to a fully paperless workflow and improve land service management.

The Ministry’s advancements in digitization parallel initiatives discussed at the Fiji Institute of Surveyors Congress, where experts have emphasized the need for the industry to embrace innovative technologies like drones and GNSS systems to modernize land surveying practices. The incorporation of these technologies not only accelerates processes but also enhances the accuracy of land management.

Furthermore, the commitment to enhancing land services resonates with ongoing governmental efforts to create a more business-friendly environment across Fiji, streamlining procedures to attract investment and promote economic growth. The increasing focus on digitization reflects a hopeful trajectory toward a more efficient, transparent, and economically empowered future for the Fijian community.
