Beyond the headline

The Republic of Fiji Military Forces (RFMF) has commenced its Initial Planning Conference (IPC) for Exercise Bougainville 2026, taking place at the Fiji Learning Institute for Public Service (FLIPS) in Nasese. The conference, launched by RFMF Commander Ro Jone Kalouniwai, marks a pivotal step in the preparation for this brigade-based exercise, which aims to bolster interoperability, enhance operational readiness, and reinforce Fiji’s commitment to both national and regional security.

Colonel Penioni Naliva, the Chief of Staff for Land Force Command, emphasized that this exercise will rigorously test essential brigade functions including operational planning, coordination, resource management, intelligence, logistics, and communication. He stated, “A brigade headquarters integrates leadership, planning, intelligence, logistics, and communications to direct the brigade as a cohesive fighting force.”

Moreover, the exercise serves as an opportunity to foster relationships, refine systems, and identify areas needing development. Valuable lessons are anticipated for both government agencies and regional partners. Commander Kalouniwai highlighted the IPC’s significance as the “cornerstone of multi-agency and whole-of-society cooperation,” articulating its guiding theme: “From strategy to action: defending Fiji’s people, borders, and future.”

The conference is set to conclude on Friday, after which Exercise Bougainville 2026 will advance to tabletop exercises and the main planning conference at Black Rock Camp in Nadi. This initiative reflects Fiji’s proactive stance in promoting security and collaboration within the region, promising to yield actionable insights and strengthen collective national defense efforts.
