Changes to the Concession Agreement (CA) between Healthcare Fiji (Pte) Ltd and the Government are essential, as acknowledged by Gavin Whiteside, CEO of Aspen Medical Fiji. He noted that the existing agreement was developed prior to the COVID-19 pandemic, and the lessons learned during that time, alongside recent shifts in the healthcare sector and changes in government, necessitate amendments to the 2019 deal.

Whiteside commented on the importance of these amendments, stating, “The amendments that need to come into play were all put together pre-COVID and we learned a lot of lessons during COVID.” Positive discussions are underway to update the CA, with recent meetings in Suva involving representatives from Healthcare Fiji, Aspen Medical, and the government.

Minister of Finance Esrom Immanuel expressed optimism regarding the discussions, indicating an aim to finalize the updated agreement by March. He emphasized the collaborative efforts required to enhance what he described as a crucial public-private partnership for Fiji.

A significant issue raised by Aspen Medical Fiji during these discussions is the limitation of ambulance services provided by Lautoka and Ba hospitals. Currently, ambulance services are restricted to transferring patients between these two facilities, which has raised public concern about access. Whiteside confirmed that this topic has been addressed in talks to amend the CA. He stated, “Wherever possible and operationally approved, working with the Ministry of Health, we will assist, but it is certainly a point we have tabled.”

The need for a “give and take relationship” under the revised agreement was also highlighted by Minister Immanuel, who voiced a commitment to ensuring that all Fijians, irrespective of their location, can access essential healthcare services. This proactive approach underscores the government’s dedication to improving healthcare accessibility and addressing the evolving needs of the population. With continued collaboration, there is hope for a strengthened healthcare system that effectively serves the needs of the community.
