Fiji Corrections Service Calls for Inclusion in National Drug Strategy

There is a concerning gap in the national strategy against drugs with the absence of dedicated resources and focus on the Fiji Corrections Service (FCS).

FCS acknowledges the efforts invested by the Government in the war against drugs, highlighted by the recent allocation of $2 million in the 2024-2025 national budget for the establishment of the Narcotics Bureau within the Ministry of Home Affairs.

FCS Commissioner Jalesi Nakarawa expressed concern that the institution was not included in the National Drug Strategy. He emphasized that the FCS is already dealing with a growing influx of drug offenders, a trend expected to escalate with improved law enforcement measures.

FCS’s current capacity is strained, and the institution believes that without dedicated drug rehabilitation programs, it is not equipped to manage the anticipated increase in convictions resulting from the new national drug strategy and the establishment of the National Narcotics Bureau.

“We commend the Government’s commitment to tackling the drug issue head-on,” Mr. Nakarawa said. “However, an effective drug strategy requires a comprehensive approach that includes not just detection and prosecution, but also rehabilitation and reintegration of offenders. Our facilities are already at capacity, and without proper rehabilitation programs, we risk perpetuating a cycle of reoffending.”

In the 2024-2025 national budget, FCS is allocated $57.8 million.

Mr. Nakarawa highlighted that investment in these areas is crucial to ensure that convicted drug offenders receive the support needed to overcome addiction and reintegrate successfully into society.

The institution has identified areas that the Government must consider:

– Expansion of Correctional Facilities: To accommodate the expected rise in drug-related incarcerations, it is essential to invest in expanding current facilities and building new ones.
– Implementation of Rehabilitation Programs: Establishing dedicated drug rehabilitation programs within correctional facilities is critical to address the root causes of drug addiction and reduce recidivism rates.
– Training and Resources for Correctional Staff: Providing training and additional resources for correctional officers to effectively manage and support drug offenders is vital.
– Collaboration with Health Services: Partnering with health services to provide comprehensive care, including mental health support and addiction treatment, is necessary for the successful rehabilitation of offenders.

Mr. Nakarawa said FCS remains committed to its mission of rehabilitating offenders and ensuring public safety.
