The Ministry of Health is exploring the possibility of introducing a needle exchange program as part of its Counter Narcotic Strategic Plan focused on harm reduction. Acting Chief Medical Advisor Dr. Luisa Cikamatana explained that the initiative aims to tackle the challenges faced by intravenous drug users in Fiji and to learn from effective international models.
In an interview, Dr. Cikamatana emphasized the advantages of creating designated areas where individuals can safely access syringes and needles for drug use. “Abroad, there are specific places where individuals can come in and receive a syringe and needle,” she noted, highlighting the importance of a safe environment for users.
She pointed out that further examination of the local context is essential, as while similar programs have proven successful internationally, it remains uncertain how such initiatives would be embraced in Fiji. “We need to understand what the actual need is. It must be analyzed in the context of Fiji. Who will utilize the service? How will they be identified, and when can they access the service? Where will the service be located, and what security measures will be in place?” Dr. Cikamatana elaborated, indicating that implementing such a program requires comprehensive dialogue and planning.
Concerns have been raised about the unsafe practices among drug users, who frequently use drugs in public places, putting themselves at risk. Dr. Cikamatana stressed the urgent need for harm reduction strategies and highlighted that any potential needle exchange program would necessitate a review and enhancement of existing laws regarding syringes.
A new narcotics Bill is currently being developed, which may include the establishment of a narcotics court to improve access to treatment and harm reduction services. “One of the proposals in that Bill is to implement a narcotics court, which will connect to various avenues associated with it,” she explained.
The ministry remains dedicated to ongoing discussions to assess the feasibility of the needle exchange program in light of Fiji’s unique challenges.
