The rise of online image abuse, harassment, and sextortion has become a pressing issue in Fiji, with women reporting complaints on a weekly basis regarding the non-consensual sharing of intimate images. Filipe Batiwale, the Commissioner of the Online Safety Commission, highlighted the increasing prevalence of online harms, which include image-based abuse, impersonation, and sextortion.

This alarming trend has drawn attention due to several high-profile court cases related to blackmail and the exploitation of individuals through the unauthorized distribution of intimate images. Notably, some of these images have been generated using artificial intelligence technology, further complicating the landscape of digital exploitation.

Batiwale introduced the term “technology-facilitated gender-based violence” (TFGBV) to encapsulate various forms of online violence, particularly image-based abuse, which encompasses the sharing of both real and AI-generated intimate content without consent. He noted that his office receives a steady flow of complaints, primarily from women who face threats or have been victimized by the dissemination of such material on social media platforms.

To address these issues, Batiwale reassured victims that the Commission can aid in the removal of harmful content. Additionally, with victims’ consent, cases can be referred to the Fiji Police Force and the Office of the Director of Public Prosecutions for further investigation and potential prosecution.

To combat this growing issue, outreach efforts are actively being conducted in urban, rural, and maritime communities. Awareness sessions and training programs are being provided in both English and local languages to enhance public understanding of online safety risks. These initiatives aim to empower individuals with knowledge and resources to navigate and mitigate the dangers posed by technology-facilitated gender-based violence.
