Communities grappling with poverty and the effects of climate change still require enhanced and more focused government assistance, despite some advancements in public spending. Vani Catanasiga, Executive Director of the Fiji Council of Social Services (FCOSS), emphasized this need, noting that recent government budgets have addressed various concerns raised by civil society organizations.

An assessment conducted by FCOSS members revealed encouraging responses to last year’s budget estimates, yet significant gaps persist in adequately addressing the needs of the most affected communities. Catanasiga expressed optimism that ongoing reforms, coupled with the collaboration of stakeholders from civil society and academia, could transform public finance management to better serve those in climate-vulnerable areas and those who are socially marginalized.

However, Catanasiga highlighted that the requirements of communities severely impacted by poverty and climate-related shocks remain unmet. She cautioned that disruptions, such as alterations to the financial calendar, can lead to confusion and potentially delay assistance to these vulnerable groups.

To bolster resilience efforts, she advocates for increased funding for localized initiatives. Catanasiga pointed out that many communities are already taking the initiative by constructing roads, seawalls, and other vital infrastructure on their own due to slow government support. She stressed that these self-help projects deserve adequate funding to maximize their impact, particularly emphasizing the need for better access to resources and information for island communities.

FCOSS continues to call for targeted investments aimed at empowering these communities, as it is crucial for helping individuals cope with the escalating impacts of climate change. The push for enhanced government support highlights the importance of addressing systemic issues while fostering resilience and self-sufficiency within the most affected populations.
