The ocean is essential for the survival of many Pacific island nations; however, it has not been formally included as an agenda item in the Conference of the Parties (COP). Dr. Sivendra Michael, the Permanent Secretary for Environment, expressed hope for integrating ocean-related discussions into various negotiation areas at the World Climate Conference.

Dr. Michael pointed out that while ocean issues have never been addressed as a standalone agenda item at COP, there have been efforts to weave ocean discussions into different negotiation tracks. He stressed the importance of adapting to the impacts of climate change, which requires reconsidering how marine resources are utilized.

He emphasized the need to bring attention to the significant role oceans play in climate systems and global environmental sustainability. Dr. Michael stated the Pacific region aims to establish clear positions to foster meaningful discussions with negotiation partners, ensuring that their ocean concerns are recognized in the agenda and reflected in the outcomes of the meetings.
