Fiji Advances Climate Change Act as Carbon Markets and Private Sector Reporting Await Regulations

Thirteen out of the seventeen components of Fiji’s Climate Change Act have now been fully enacted, marking a significant milestone in the country’s efforts to address climate change. Dr. Sivendra Michael, the Permanent Secretary for Climate Change and Environment, emphasized the importance of this landmark legislation in guiding Fiji’s climate response strategy.

Dr. Michael noted the necessity of a cross-ministry approach for monitoring and ensuring compliance with the Act. He explained that climate action requires collaboration from multiple ministries rather than being confined to a single department. Each government ministry now has designated climate change focal points to facilitate this integrated approach, ensuring a cohesive national effort in tackling climate change.

Additionally, Fiji has established various coordination bodies, such as the National Ocean Steering Committee and the National Climate Change Coordination Committee. These bodies, composed of representatives from different ministries, civil society, and conservation agencies, are essential in monitoring the implementation of the Act and ensuring compliance across government sectors.

Despite the progress, there are still four parts of the Act that remain unimplemented, including key areas regarding carbon markets and mandatory reporting for the private sector. Dr. Michael pointed out that the necessary regulations for carbon markets are still under development, emphasizing the need for thorough consultations with the private sector to determine the types of data and financial reporting required for compliance.

This initiative aligns with Fiji’s broader commitment to international climate initiatives that have taken shape over the past decades, notably the integration of the Paris Agreement into national legislation. Fiji’s continued efforts highlight its leadership role in global climate discussions and its dedication to achieving substantial reductions in greenhouse gas emissions.

The enactment of the Climate Change Act demonstrates not only Fiji’s commitment but also a hopeful outlook towards sustainable environmental management. By fostering collaboration among ministries and engaging the private sector, Fiji is poised to create a robust framework for effective climate action and resilience, benefitting both its citizens and the global community.
