The Fiji Independent Commission Against Corruption (FICAC) has concluded five high-profile cases involving prominent political figures. The individuals included former Attorney-General Aiyaz Sayed-Khaiyum, President Ratu Wiliame Katonivere, Minister for Sugar Charan Jeath Singh, former Supervisor of Elections Mohammed Saneem, and former Prime Minister Voreqe Bainimarama. These cases were initially referred to FICAC by Ana Mataiciwa, the current Supervisor of Elections, earlier this year.
In a statement released yesterday, FICAC informed Mataiciwa about the closure of these cases on July 24.
Regarding the closure of Bainimarama’s case, FICAC indicated that the investigation findings, along with legal advice, showed there was not enough evidence to substantiate the claims made by the complainant. The commission also noted that according to the Income Tax (Exempt Income) Regulation 2016, certain allowances are exempt from tax, including those applicable to members of Parliament, although the Income Tax Act specifies that allowances related to the performance of official duties, such as per diem, are not recognized.
In Sayed-Khaiyum’s case, FICAC found that the Political Parties (Registration, Conduct, Funding and Disclosures) Act 2013 did not clearly address what types of income political party officeholders should declare. FICAC has recommended revisions to the Fijian Elections Office to avoid similar issues in the future and to enhance the clarity and support in the investigation process.
For the other matters referred by Mataiciwa, FICAC stated that those investigations are still ongoing, and no comments will be made until they are complete.
FICAC reassured the public that it continues to operate normally and that all processes and procedures remain intact. The commission emphasized that it meticulously scrutinizes every complaint, irrespective of the individuals involved.
