The Fiji Independent Commission Against Corruption (FICAC) has affirmed its dedication to impartiality and an evidence-based approach in its operations, assuring the public that all investigations are performed without bias or undue influence. This statement follows recent comments made by Opposition Leader Inia Seruiratu regarding the dealings of former Minister for Women, Lynda Tabuya.
FICAC clarified that a complaint concerning Ms. Tabuya was received from the Supervisor of Elections on April 5, 2024, alleging that she failed to disclose her spouse’s income and business connections as mandated by the Political Parties (Registration, Conduct, Funding and Disclosures) Act. An inquiry was subsequently initiated by former Acting Deputy Commissioner Francis Puleiwai on April 24, 2024. The investigation revealed that Ms. Tabuya’s marriage to Robert Semaan was legally dissolved in December 2016.
FICAC reported that a recommendation to close the case was made on August 5, 2024, and the file was officially closed on August 12, 2024, with the Supervisor of Elections being notified of this closure on September 20, 2024. Notably, neither party was represented by current FICAC Commissioner Barbara Malimali during the divorce proceedings, as she was in private practice at that time.
In response to Seruiratu’s claims, FICAC stated that his assertions about the influence of Commissioner Malimali on the closure of Tabuya’s case are incorrect. The Commission emphasized that all actions taken concerning this matter occurred before Malimali’s appointment as Commissioner. FICAC firmly rejected Seruiratu’s comments, asserting that they undermine the integrity of its work.
The Commission also urged the public, particularly individuals in positions of authority, to verify information before making public statements regarding its operations. This call for diligence from FICAC highlights the importance of maintaining trust and transparency in governance.
