Ex-PM and Top Cop Face Court Again: What’s at Stake?

Former Prime Minister Voreqe Bainimarama and former Police Commissioner Sitiveni Qiliho will return to the Suva Magistrate’s Court on March 10 for a pretrial conference regarding their abuse of office charges. Bainimarama was present at the court on the preceding day, while Qiliho was escorted by the Fiji Corrections Service.

Both figures faced allegations before Magistrate Jeremaia Savou. Bainimarama is charged with one count of making unwarranted demands as a public official. He allegedly pressured former Acting Commissioner of Police Rusiate Tudravu to either terminate two police officers—Sergeant Penieli Ratei and Constable Tomasi Naulu—or resign from his post during a period from May 21 to August 18, 2021.

Qiliho also faces serious accusations, charged with two counts of abuse of office. It is alleged that he intervened between August 5 and 8, 2021, by overriding Tudravu’s disciplinary actions against Ratei and Naulu, which involved minor penalties. Instead of adhering to these initial disciplinary measures, Qiliho terminated their employment.

The case has garnered significant public attention, emphasizing crucial issues surrounding accountability and governance within Fiji’s public service. Both defendants have pleaded not guilty to the charged offenses. A trial date has been set for June 2 to July 11, 2025, during which around 30 witnesses are expected to testify.

As the legal proceedings develop, there is a collective hope for a fair trial that will uphold legal standards and contribute positively to discussions on ethics and accountability in governmental roles. The outcome of this case could set important precedents for public service conduct in Fiji.
