Former Prime Minister Voreqe Bainimarama and former Police Commissioner Sitiveni Qiliho have been brought before the Suva Magistrate’s Court amid serious allegations of attempting to incite a mutiny within the Republic of Fiji Military Forces (RFMF). The two men appeared in court for the first time on Tuesday before Magistrate Yogesh Prasad.

Bainimarama has been charged with one count of inciting mutiny, with the charge sheet detailing that he allegedly attempted to persuade Brigadier General Manoa Gadai, through Viber messages, to overthrow the authority of RFMF Commander Major General Ro Jone Kalouniwai. These communications reportedly took place between January 1 and July 31, 2023, in Suva.

Additionally, Bainimarama and Qiliho face joint charges under a second count for allegedly attempting to incite several senior military officers, including Lieutenant Colonel Atunaisa Vakatale, Colonel Aseri Rokoura, and Colonel Viliame Draunibaka, to unlawfully arrest Kalouniwai. This underhanded communication allegedly occurred during July 2023.

The charges were filed under the Criminal Procedure Act, following a complaint from a public officer. Despite the seriousness of the charges, the two opted for a summary trial in the lower court, which indicates a strategic choice, potentially seeking a quicker resolution. They have been released on bail with strict conditions, including prohibitions against reoffending while on bail.

This case highlights tensions within Fiji’s military and political landscape, marking a significant moment in the nation’s ongoing governance issues.
