In a move aimed at expediting the development of Village By-Laws, the Great Council of Chiefs (GCC) has enlisted the expertise of a seasoned legal professional to meticulously assess this matter along with other legal matters. Josefa Toganivalu, Deputy CEO of the iTaukei Affairs Board, underscored that the Ministry of iTaukei Affairs is diligently addressing social challenges faced by rural communities and is immersed in ongoing reviews of crucial legislation.
Toganivalu confirmed that the draft of the Village By-Law has been rigorously reviewed and is currently progressing through further deliberations, with additional consultations taking place. The GCC chair has expressed strong support for this initiative, reflecting a unified commitment to enhance governance for the iTaukei communities.
Moreover, alongside the Village By-Laws, the Ministry is also reviewing significant legislation such as the Surfing Decree and the Commercial Utilisation of Marine Areas (CUMA) Bill, in partnership with the Ministry of Tourism. These legislative efforts aim to align with contemporary needs and address pressing concerns affecting the communities.
The recent focus on these legislative reviews resonates with earlier discussions highlighting the necessity for equitable representation of iTaukei rights within existing laws. Toganivalu’s previous statements have pointed out concerns regarding over 30 laws that potentially undermine the rights of the iTaukei community. As such, the ongoing reviews signify a proactive approach to ensure that legislative frameworks reflect the cultural and socio-economic realities faced by indigenous Fijians.
