Shiri Gounder, the Permanent Secretary for Finance, has clarified that the superannuation payments made to the suspended Director of Public Prosecutions were disbursed directly by the Office of the Director of Public Prosecutions (ODPP). This was achieved through manual telegraphic transfers since the payments were made offshore.

During testimony before the tribunal examining the case of the suspended DPP, Gounder explained that the ODPP handled these payments autonomously, without the Ministry of Finance’s involvement. He highlighted that the DPP’s employment contract included a provision allowing the officer to choose their superannuation contributions, either to home superannuation funds, to the local Fijian National Provident Fund (FNPF), or to another fund at their discretion.

Regarding the salary payments for the DPP, Gounder noted that the Ministry of Finance ensured these were made according to the contractual agreements established between the DPP and the President of the country. He emphasized that all civil servants receive their salaries and benefits in accordance to their contracts, with superannuation contributions aligned with the mandated FNPF rates. Furthermore, the DPP holds the authority within the ODPP to manage any funds sanctioned by Parliament independently.

The tribunal has been adjourned for further deliberation at a later date.
