The proposed National Disaster Risk Management Bill aims to regulate international aid following disasters to prevent waste. Chairperson of the Standing Committee on Justice, Law and Human Rights, Ratu Rakuita Vakalalabure, highlighted that the legislation would control unsolicited bilateral donations, ensuring that assistance does not lead to disaster-related waste.
The Bill also includes the formation of single-window international facilitation teams and the creation of a comprehensive multi-hazard early warning system that operates at all levels. This system is designed to connect various existing early warning systems across different sectors and institutions.
Ratu Rakuita mentioned that the technical capabilities for hazard monitoring and early warning would be centralized in the National Emergency Operation Centre, which will be linked to key institutions that provide real-time early warnings.
Additionally, the legislation requires volunteer organizations involved in disaster response to formally register, aimed at establishing a protective framework for volunteers to shield them from potential violations during their efforts in disaster situations.
