In today’s complex landscape of global trade and security threats, customs departments face unprecedented responsibilities. The rise of illicit drugs, prohibited weapons, counterfeit goods, environmental crimes, and transnational fraud seeks to exploit vulnerabilities at local borders. Customs serves as a critical first and often last line of defense against these criminal activities.
These insights were shared by Esrom Immanuel, the Minister for Finance, Commerce, and Business Development, during his keynote address at the 2026 International Customs Day celebration at the FRCS headquarters in Suva. He emphasized the crucial role customs officers play at the intersection of trade facilitation and border security.
“Every container examined, every passenger assessed, every document verified represents a decision that carries national consequences. Vigilance, therefore, is not optional; it is the foundation of our work,” Mr. Immanuel stated. He stressed that vigilance must be coupled with a commitment to integrity, professionalism, and law enforcement without bias. Adaptability and continuous improvement are essential to meet modern challenges effectively.
Acknowledging the pressures customs officers face—often operating behind the scenes—Mr. Immanuel recognized their vital role in safeguarding communities, supporting the economy, and ensuring a secure future. “Their commitment ensures that legitimate trade flows efficiently while threats are intercepted before they can cause harm,” he asserted.
The government remains dedicated to reinforcing customs and border agencies, pledging to invest in technology, intelligence-driven operations, and inter-agency collaboration.
FRCS board chairman Malakai Naiyaga echoed these sentiments, noting that strong governance is critical for officers who make complex decisions under intense pressure while maintaining public trust. He expressed pride in the professionalism of customs officers, who skillfully balance firmness with fairness and authority with accountability.
“Their work underpins lawful trade, protects communities, and supports the broader developmental aspirations of our nations,” Mr. Naiyaga said. He highlighted the significance of the International Customs Day theme, “Customs: Protecting society through vigilance and commitment,” which reflects the standards and values required of customs personnel.
The dedication of customs officers not only reinforces border security but also fosters an environment conducive to legitimate trade and economic growth, showcasing how vital their role is in the global trade ecosystem.
