Council Overtime: Balancing Pay with Productivity and Wellbeing

The Suva City Council (SCC) allocates between $1.5 to $2 million each year for overtime payments for its staff, a situation highlighted by SCC Chair Tevita Boseiwaqa. He pointed out that this expenditure involves approximately 80 employees and emphasizes the critical connection between employee wellbeing and productivity.

Following an audit conducted earlier this year, the council recognized the importance of managing workload demands to safeguard the health and performance of its workforce. Boseiwaqa remarked, “Overworking staff leads to lower productivity,” underscoring the need for a balanced work-life scenario. In response to this challenge, SCC is involving local youths to foster a healthy home-life balance for workers, ensuring that extended work hours do not adversely affect their health.

Measures have been put in place to monitor and control overtime while still meeting efficiency and service delivery expectations. The council has acknowledged that specific shifts, particularly the early morning assignments from 8 AM to 2 AM, significantly contribute to the rising overtime costs. Notably, one department alone has incurred over $200,000 in overtime expenses.

The council’s internal auditor has reviewed these findings, leading to the implementation of strategies aimed at managing rather than eliminating overtime. This approach seeks to provide staff with more time at home, reduce stress levels, and ultimately enhance productivity. According to Boseiwaqa, the changes instituted have already resulted in visible improvements in both employee wellbeing and workplace productivity.

This initiative reflects a proactive approach to employee management and illustrates the growing recognition of the importance of work-life balance in fostering a healthier and more efficient workforce. By taking these steps, the Suva City Council is not only addressing immediate financial concerns but also investing in the long-term sustainability and success of its staff.
