Corruption Charges: O’Connor Pleads Not Guilty, Whippy to Travel

Former National Fire Authority (NFA) Board Chair John O’Connor has pleaded “Not Guilty” to charges of corruption brought against him by the Fiji Independent Commission Against Corruption (FICAC). O’Connor appeared in the Suva Magistrates Court alongside Daniel Whippy, the Managing Director of Carpenters Fiji, who also entered a “Not Guilty” plea on related charges.

O’Connor faces a count of Abuse of Office, stemming from allegations that during his tenure from January 1 to September 28, 2018, he improperly instructed NFA officers to alter findings in a fire investigation report regarding a fire that occurred at the MH Warehouse in Walu Bay on April 8, 2018. The indictment suggests that these actions undermined the rights of the NFA while intending to benefit O’Connor personally.

Whippy’s charge centers on Counseling for the Omission of Offense, whereby he is accused of advising O’Connor to amend the investigation report’s findings.

During the court proceedings, Whippy’s attorney informed the magistrate of his client’s need for knee surgery, requesting permission for medical treatment abroad scheduled between February 2 and March 1, 2025. The FICAC prosecutor did not object to this travel request, leading to the lifting of a Stop Departure Order for Whippy for this period.

The court has scheduled a follow-up mention for March 3, 2025, to determine future hearing dates. This case highlights the crucial emphasis on accountability and transparency in public governance in Fiji. As the judicial process unfolds, it carries the potential for strengthening public trust in leadership and ensuring high ethical standards are upheld across both public and private sectors.

The ongoing proceedings reinforce the commitment to ethical conduct and due process in governance, pointing towards a hopeful future where integrity is prioritized in public institutions.
