Former National Fire Authority Board Chair John O’Connor has entered a plea of ‘Not Guilty’ to corruption charges brought against him by the Fiji Independent Commission Against Corruption (FICAC). O’Connor, who appeared in the Suva Magistrates Court, faces a serious count of Abuse of Office. The allegations claim that between January 1 and September 28, 2018, he improperly directed NFA officers to amend findings in a fire investigation report related to a fire at the MH Warehouse in Walu Bay on April 8, 2018. It is asserted that these actions undermined the rights of the NFA and were intended to provide O’Connor with personal benefits.
Alongside him, Daniel Whippy, the Managing Director of Carpenters Fiji, also pleaded ‘Not Guilty.’ Whippy is charged with Counseling for the Omission of Offense, as it is alleged he advised O’Connor to make unauthorized changes to the investigation report.
During the court proceedings, Whippy’s attorney informed the magistrate of his client’s need for knee surgery, which requires overseas travel from February 2 to March 1, 2025. The prosecutor from FICAC did not object, resulting in the lifting of a Stop Departure Order for Whippy for this duration.
The case is set for a follow-up mention on March 3, 2025, to establish further hearing dates. This legal situation emphasizes the ongoing efforts to ensure accountability and transparency in Fiji’s public institutions. As the proceedings continue, they bring hopes of reinforcing ethical standards in governance and restoring public trust in leadership. Upholding integrity and accountability is crucial not only for public perception but also for the effective functioning of institutions in maintaining civic trust and engagement.
