Former National Fire Authority (NFA) Board Chair John O’Connor has entered a plea of “Not Guilty” to corruption charges brought against him by the Fiji Independent Commission Against Corruption (FICAC). During a recent court appearance in Suva, O’Connor was accompanied by Daniel Whippy, the Managing Director of Carpenters Fiji, who also pleaded “Not Guilty” to related allegations.
The charges against O’Connor center around a case of Abuse of Office. It is alleged that between January 1, 2018, and September 28, 2018, he improperly directed NFA officers to modify findings in an investigation report concerning a fire that occurred at the MH Warehouse in Walu Bay on April 8, 2018. These actions are said to have undermined the rights of the NFA and were purportedly aimed at providing personal benefits to O’Connor.
Whippy faces accusations of Counseling for the Omission of Offense, as he is alleged to have advised O’Connor regarding these changes to the report. During the proceedings, Whippy’s lawyer informed the court of his client’s need for knee surgery, scheduled between February 2 and March 1, 2025. The FICAC prosecutor did not oppose this request, leading to the lifting of a Stop Departure Order, which permits Whippy to seek medical treatment abroad.
The court is scheduled for follow-up on March 3, 2025, where further discussions regarding hearing dates for both defendants will take place.
This ongoing legal matter emphasizes the crucial importance of accountability and transparency in public institutions, reflecting efforts to uphold integrity in governance. As these proceedings progress, they present an opportunity for reinforcing public trust in leadership, ensuring that ethical standards are maintained within both public and private sectors in Fiji. The hope remains that these developments will contribute positively to restoring confidence in the integrity of governance practices.
