Attorney-General Graham Leung has outlined potential paths for revising the 2013 Constitution, suggesting that the Government may seek an advisory opinion from the Supreme Court regarding the constitutionality of its amendment provisions. During a press briefing, Leung emphasized his belief that a constitution should evolve alongside societal changes, stating, “The world doesn’t stand still.”

He acknowledged a growing public desire for change and mentioned the Government’s intention to be receptive to these sentiments. As the year 2025 approaches, which is expected to precede a general election in 2026, Leung noted the challenges ahead as the Government prepares its extensive legislative agenda.

The Attorney-General posed questions about the potential for either comprehensive changes to the Constitution or a more gradual approach involving less contentious amendments. He referred to this process as complicated, noting that it requires careful consideration and a bipartisan approach. Leung explained that the alterations to the Constitution must be undertaken with caution to avoid unintended consequences that could destabilize existing institutions.
