Vanuatu’s Prime Minister, Jotham Napat, has described the forthcoming advisory opinion from the International Court of Justice (ICJ), scheduled for release on July 23, 2025, as an essential moment for global climate justice. He emphasized that this landmark ruling is not only a legal milestone but also a beacon of hope amid the escalating climate crisis, which poses an existential threat to the planet.

Napat remarked, “The Advisory Opinion from the ICJ is expected to clarify the obligations of states regarding climate change,” highlighting the crucial role that international law plays in guiding nations toward responsible climate action. Vanuatu has led advocacy efforts in collaboration with youth climate activists and legal experts, reflecting the urgent need for a clear legal framework regarding state responsibilities toward combating climate change.

The Prime Minister highlighted alarming trends in climate data, noting that the past decade has seen the ten hottest years recorded, with last year being the hottest overall. He also pointed to a rise in sea levels and unprecedented extreme weather events, indicating the dire consequences of climate inaction for Small Island Developing States like Vanuatu.

Importantly, the legal opinion from the ICJ is anticipated to influence future international climate negotiations and enhance accountability for major greenhouse gas emitters. A favorable ruling could affirm existing legal obligations for states to act against climate change, paving the way for vulnerable nations to secure climate finance and ensure effective adaptation measures.
