Clamping Down on Club Chaos: New Calls for Liquor Law Enforcement

Recent discussions highlight a significant gap in accountability for nightlife establishments regarding the safety of their patrons. According to Attorney-General Graham Leung, although current laws lack strict enforcement, section 72 of existing regulations requires nightlife venues, such as nightclubs, to prevent excessive drunkenness and rowdy behavior on their premises.

Leung pointed out that while the Liquor (Amendment) Act 2023 modifies the permitted hours for alcohol sales, the underlying laws remain effective tools for mitigating alcohol-related violence. For instance, licensees are prohibited from selling liquor to individuals who are already intoxicated or who have purchased a reasonable quantity of alcohol that remains unconsumed. Failure to adhere to these stipulations can result in fines of up to $500.

Furthermore, it is illegal for anyone to attempt to buy alcohol for a person who is already drunk. Leung emphasized the necessity for improved enforcement of existing laws surrounding alcohol consumption in nightlife venues, suggesting that the current fines may need to be increased to better deter licensees from allowing unruly behavior.

In addition, the Attorney-General mentioned the need for a comprehensive review of the security industry, aiming to establish basic standards and regulations for security personnel working in nightlife environments. He is set to engage with members of the Central Liquor Board—an advisory entity on liquor policies—to discuss potential enhancements to current laws.

This initiative shows a proactive approach towards creating safer nightlife environments, reflecting a commitment to public safety and responsible alcohol service. By enhancing regulatory measures and supporting effective enforcement, the government aims to curb alcohol-related incidents and foster a more secure atmosphere for patrons.
