China-U.S. Rare Earth Rules Spark Fresh Trade Tensions

China has accused the United States of inflating fears over its rare earth export controls and rejected a White House call to roll back related restrictions. The official newspaper of the Communist Party outlined a seven-point rebuttal after key U.S. negotiators implied that Beijing could avoid President Donald Trump’s threat of 100% tariffs on Chinese goods by rescinding the measures set to take effect on November 8.

The mounting rhetoric around trade issues comes as both countries navigate a delicate balance of negotiations, particularly following a recent call between Trump and Chinese President Xi Jinping that had reportedly offered some reassurance regarding trade stability. He Yongqian, a spokesperson for China’s commerce ministry, criticized U.S. interpretations, asserting they exaggerated China’s position and contributed to unnecessary panic. “Provided the export license applications are compliant and intended for civilian use, they will be approved,” she noted.

China’s recent expansion of its rare earth export controls has raised questions globally about whether manufacturers worldwide would need to apply for licenses to ship products containing even small amounts of Chinese rare earths. However, He emphasized that this was not the case.

In parallel discussions, U.S. Trade Representative Jamieson Greer labeled China’s controls as a “global supply-chain power grab” while suggesting that Beijing might not implement these measures. This follows a broader context where U.S. trade relations with China seemed stable after the previous successful negotiations in Geneva, which had eased some trade tensions.

Beijing’s response also highlighted a U.S. contention that China’s new measures were threatening to disrupt market dynamics. The tension was fueled further by U.S. Secretary Bessent’s remarks about China’s chief trade negotiator, calling him “slightly unhinged” and alleging threats to global commerce. In response, He reiterated that China is spearheading negotiations and criticized the U.S. for distorting facts.

These strong exchanges underscore the complexities of the U.S.-China economic relationship as both nations confront not only trade barriers but also significant geopolitical challenges.
