Calls for New Policy to Boost Free Medicine Availability

There is a growing call for a new policy mandating pharmacies to regularly report their stock levels of free medicines to the Ministry of Health and Medical Services. Permanent Secretary Dr. Jemesa Tudravu highlighted this need during an update to the Standing Committee on Public Accounts regarding the free medicine scheme. He acknowledged ongoing challenges and structural changes within the ministry, particularly focusing on the discrepancies found in the scheme for the years 2018 and 2019 as indicated in the audit report.

Dr. Tudravu emphasized that establishing a policy for pharmacies to consistently update the ministry about their stock would enhance inventory management and ensure timely restocking of medications. He explained that implementing a system for pharmacies to communicate their stock levels will enable better monitoring of which medications need replenishing.

In 2022, a significant transition took place within the scheme, shifting the responsibility of managing medication stock from the ministry to the pharmacies themselves. Previously, the ministry handled stock replenishment but faced challenges in overseeing logistics management. The new model allows pharmacies to maintain their own inventory, with the ministry reimbursing them for the medicines dispensed to patients. So far, 50 retail pharmacies have adopted this model, with reports of positive feedback, although challenges remain.

Committee members raised inquiries regarding the selection process for pharmacies participating in the scheme. Dr. Tudravu clarified that while all pharmacies could participate under the former model, the new system only includes those that meet specific criteria and have contracts with the ministry. Each participating pharmacy supplies its own stock and reclaims reimbursement for the medicines provided.

Dr. Tudravu assured the committee that claims from these pharmacies are processed monthly. As the ministry continues to enhance the free medicine scheme, it is dedicated to overcoming challenges to ensure the program’s sustainability and effectiveness.
