Richard Naidu, senior partner at Munro Leys and chair of the Fiscal Review Committee, emphasized the importance of transparency in national budgets during his presentation at the TOPEX Conference 2024 held at the Sofitel Fiji Resort and Spa. However, he also highlighted the challenging fiscal environment facing the country, noting that government debt has reached alarming levels, peaking at 90% of GDP after the COVID pandemic, and is now beginning to stabilize around 80%.

He raised concerns about the continuing rise in debt-to-GDP ratios, an issue that predated the pandemic, signaling underlying economic difficulties. Naidu emphasized the need for urgent investments in both physical and human capital as well as infrastructure to foster economic growth. With over 80,000 individuals migrating overseas, he remarked on the significant skills loss and its impact on productivity, underscoring the need for advancements in health and education to address these challenges.
