A significant portion of the national budget, nearly 25%, is dedicated to servicing government debt, according to Prof Biman Prasad, the Deputy Prime Minister and Minister of Finance. He emphasized the pressing need for improved tax compliance to lessen the dependency on borrowing, which he argues hindered essential public services and places a greater burden on the nation’s most vulnerable populations.

Prof Prasad highlighted the connection between debt servicing and the limitations it creates for the government’s ability to invest in critical infrastructure and services. He pointed out that citizens desire better healthcare, improved roads, reliable water supply, and efficient drainage—improvements that require financial resources that debt servicing currently diverts.

He urged that if borrowing continues at the current rate, the effect on public welfare will be detrimental, particularly for low-income individuals who rely significantly on public services, such as healthcare and transportation. Wealthier citizens often have the means to opt for private services, which leaves lower-income populations exposed to the effects of underfunded public services.

In addition to discussing debt concerns, Prof Prasad noted that Fiji’s personal income tax rates are among the lowest in the region. The government has also retained tax exemptions for income up to $30,000 to support citizens recovering from the financial impacts of COVID-19, leading to about 30,000 individuals being exempt from taxation. Despite these measures aimed at alleviating financial strain, he reiterated the necessity of enhanced tax compliance to secure funding for crucial public services in the future.

Overall, the emphasis on reform in tax compliance presents a potential path forward for improving public service conditions and supporting those who rely on them the most. There is hope that through these efforts, the financial stability of the country can be strengthened, allowing for greater investment in vital services that uplift the community as a whole.
