Bougainville has received a strong call for economic independence as its leaders aim for complete sovereignty from Papua New Guinea by 2027. In his New Year address, President Ishmael Toroama reaffirmed the region’s steadfast commitment to securing full independence, marking 2023 as a significant milestone in their political journey.
Toroama emphasized the overwhelming choice of the Bougainvillean people for independence, stating, “This year marks another important step in our journey towards political independence.” He identified key initiatives such as the reopening of Panguna mine, the establishment of the Bougainville Gold Refinery, and the growth of agriculture and fisheries as critical to building the nation’s economic foundation. These developments are expected to generate domestic revenue and create job opportunities for the populace.
In late 2025, a parliament committee from Papua New Guinea engaged with the public on progressing Bougainville’s 2019 independence vote. Toroama mentioned their collaboration with the National Government through the Melanesian Agreement to ensure the desires of the people are recognized and endorsed.
Highlighting the crucial relationship between financial and political independence, Toroama urged Bougainvilleans at all levels – from families to government – to engage actively in the economy. He called on leaders, communities, public servants, churches, and businesses to unite in goodwill as they embark on this new year.
Additionally, good governance was underscored as vital for nation-building. Toroama stressed that ethical behavior, accountability, and transparency must prevail in both the government and public service as they move forward in their quest for a self-sufficient Bougainville. The commitment to cooperation and integrity lays a strong foundation for the aspirations of the Bougainvillean people as they strive for independence.
