The Commission of Inquiry (COI) is urgently trying to arrange a meeting with Prime Minister Sitiveni Rabuka to address significant concerns over the appointment of Barbara Malimali as the Commissioner of the Fiji Independent Commission Against Corruption (FICAC). This request follows Malimali’s revelations about former FICAC investigations manager Kuliniasi Saumi’s access to sensitive documents related to ongoing inquiries.

Janet Mason, the counsel assisting the COI, confirmed that an email was sent to the Prime Minister earlier this week, although a specific meeting time is still pending. Mason stated, “We’ve requested a meeting with the Prime Minister tomorrow… This meeting with the Prime Minister will be discussing the issue with the COI. But mainly her appointment process.”

The inquiry is investigating potential irregularities linked to Malimali’s appointment, which has sparked public scrutiny. Mason stressed the investigation’s integrity is crucial, especially concerning the safety of witnesses. The COI is focused on assessing the influences that could impact its legitimacy.

In her communication, Malimali expressed concerns regarding Saumi’s unrestricted access to FICAC files. Mason noted that she has sought assurances on witness protection from Acting Deputy Commissioner Lisiate Fotofili, which are currently under review.

This development has spurred public interest about how the inquiry aligns with its terms of reference, particularly regarding conflicts of interest among public officials involved in ongoing FICAC cases. Mason reiterated the COI’s dedication to operate within its scope while addressing fears surrounding undue influence.

As the investigation nears its conclusion, with Chief Registrar Tomasi Bainivalu set to appear next week, there is optimism that the findings from this inquiry will drive essential reforms. It is seen as a crucial opportunity to enhance transparency and accountability in Fiji’s governance. This inquiry is not just a procedural step but is hoped to restore public confidence in governmental institutions, addressing long-standing concerns about corruption and governance.
