Yalobi’s New Evacuation Centre: A Lifeline for Disaster Resilience

The recently upgraded and enhanced risk-informed evacuation center for the villagers of Yalobi in Waya, Yasawa, was inaugurated on Wednesday. This facility can accommodate over 200 individuals during future disasters.

The construction was carried out by the Ministry of Rural and Maritime Development and Disaster Management, in collaboration with the UN Development Programme’s (UNDP) Governance for Resilient Development in the Pacific project (Gov4Res), at a cost exceeding FJ$60,000.

The center addresses various risks faced by vulnerable groups in the Yalobi community, including accessibility features such as ramps for individuals with disabilities, an indoor kitchen, washrooms, and solar-powered lighting.

These enhancements will improve the safety and security of women, children, the elderly, and people with disabilities in the event of a natural disaster.

During the inauguration, attendees recounted the harrowing experience of Tropical Cyclone Bebe in 1972, when they had to trek uphill for three hours to find safety in a cave. More recently, villagers have had to take refuge in their homes, as there were no suitable evacuation facilities available. The community expressed gratitude to the government, donors, and UNDP for this timely support, noting that it would greatly enhance their safety and well-being.

Jovesa Vocea, the Assistant Minister for Rural and Maritime Development and Disaster Management, underscored the significance of incorporating risk awareness into rural and maritime development efforts for long-term resilience.

Vocea stated that the Yalobi Risk Informed Evacuation Center exemplifies the Ministry’s dedication to ensuring all development projects are informed by risk assessments. He described the center as a vital asset for the village’s residents, emphasizing that it serves a purpose beyond being a mere structure.

“I am pleased to note that during peaceful times, this center will also function as a hub for community initiatives aimed at empowering the local populace, particularly women and youth,” Vocea added. The center will also facilitate various socio-economic activities designed to support and uplift the Yalobi community.

Nicola Glendining, Project Manager for the UNDP Pacific Gov4Res, expressed pride in the collaborative efforts with the Ministry of Rural and Maritime Development and Disaster Management to bolster the resilience of rural communities in Fiji while advancing the Ministry’s strategic goals.
