Yalobi’s Lifeline: New Evacuation Centre Boosts Community Resilience

The recently upgraded risk-informed evacuation center for the villagers of Yalobi in Waya, Yasawa was inaugurated on Wednesday. This facility can accommodate over 200 individuals during natural disasters, providing a safe refuge.

Funded by the Ministry of Rural and Maritime Development and Disaster Management in collaboration with the UN Development Programme’s Governance for Resilient Development in the Pacific project, the construction cost surpassed FJ$60,000.

The center was designed with vulnerable groups in mind, featuring ramps for accessibility for individuals with disabilities, as well as indoor cooking facilities, restrooms, and solar lighting. These enhancements will significantly improve the safety and security of women, children, the elderly, and persons with disabilities during emergencies.

Attendees at the event recalled the harrowing experience of Tropical Cyclone Bebe in 1972 when villagers had to trek uphill for three hours to find refuge in a cave. In more recent events, residents relied on their homes for shelter due to the absence of a proper evacuation facility. The villagers expressed appreciation to the Government, donors, and UNDP for this vital support, as it enhances their safety and wellbeing.

Jovesa Vocea, the Assistant Minister for Rural and Maritime Development and Disaster Management, highlighted the critical need for risk-informed approaches in rural and maritime projects to ensure long-term resilience. He described the Yalobi Risk Informed Evacuation Centre as vital for the local community, stating it serves more than just as a structure.

Vocea expressed his satisfaction that the center would not only serve its purpose during crises but also act as a community hub for initiatives aimed at empowering residents, especially women and youth. Furthermore, the facility will host various socio-economic activities aimed at strengthening the Yalobi community.

Nicola Glendining, the UNDP Pacific Gov4Res Project Manager, affirmed UNDP’s commitment to collaborating with the Ministry on enhancing the resilience of rural communities in Fiji while aligning with the strategic objectives of the ministry.
