Water Catchment Controversy: Landowners vs. TLTB Dynamics

The iTaukei Land Trust Board (TLTB) has issued a notice to landowners in the Nasealevu Water Catchment Area, located in Labasa, advising them against disrupting the ongoing operations of the water catchment. This advisory follows concerns voiced by landowners regarding the lease agreement with the Water Authority of Fiji (WAF) for the catchment area.

Previously, landowners had expressed dissatisfaction over the lack of access roads to their village and had even threatened to close the water catchment if their requests were not addressed. Among their concerns were needs for improved road construction, clarity on the lease issuance process, distribution of lease payments, and verification of lease approvals.

In dialogue with stakeholders, TLTB has been proactive in addressing these issues. Recent resolutions include WAF’s agreement to construct and maintain the access road as requested by the landowners. TLTB has also clarified the lease issuance process by providing detailed information, including a copy of the lease title and statements for the four mataqali involved. Furthermore, the Department of Forestry has agreed to carry out an assessment of merchantable timber on the leased area.

A feasibility study regarding the construction of fish ponds as compensation for environmental impacts from the dam was conducted, but it revealed that only three ponds could be supported by the overflow from the dam—far fewer than the twelve requested by the landowners, causing some dissatisfaction and further complicating the agreement.

Moreover, there have been reports of an external consultant influencing landowners to question the legitimacy of the lease title, which raised concerns about the potential disruption to the water catchment’s functioning. The matter has since been escalated to the office of the commissioners for further examination.

It is heartening to see that TLTB is committed to resolving these concerns amicably with the landowners. Their ongoing collaboration illustrates a dedication to transparency and mutual understanding, indicating a positive path towards sustainable management of water and natural resources in the region.

By fostering open dialogues and addressing grievances, there is hope that these efforts will result in improved infrastructure and living conditions for the local communities while respecting landowners’ rights and aspirations.
