Valls’ Mission: Can New Caledonia Find Stability After the Storm?

French Overseas Minister Manuel Valls is set to visit New Caledonia on February 22, engaging in important discussions about the territory’s political future. This anticipated trip follows preliminary talks conducted in Paris last week with a diverse range of political stakeholders, including parties advocating both for independence and for remaining a part of France.

Valls emphasized the significance of these conversations, stating that they restored trust among New Caledonia’s politicians and clarified the expectations and projects of all involved parties. The primary aim is to resume political processes and foster a vision for the future, especially in the wake of the violent riots that occurred in May 2024, which resulted in 14 casualties, extensive injuries, and immense property damage estimated at €2.2 billion (US$2.27 billion).

Acknowledging the extensive impact of the riots, Valls stated that both local leaders and the French state share responsibilities for the events that transpired. During the recent meetings, he and French Public Accounts Minister Amélie de Montchalin focused on New Caledonia’s severely affected economy. Key agenda items included discussing a potential assistance package from France, necessary reforms to public services, and revitalizing crucial sectors such as tourism and nickel mining, which have been struggling for a significant period.

Moreover, particular attention was given to addressing the social challenges faced by businesses destroyed during the riots, especially concerning the withdrawal of “riot risk” coverage by insurance companies, complicating recovery efforts. The French government is proposing a robust financial support mechanism that includes a €1 billion (US$1.03 billion) loan ceiling and a €192 million (US$198 million) fund aimed primarily at rebuilding public infrastructure, with schools being a focal point.

As New Caledonia’s students prepare to resume classes, Valls reiterated the interconnectedness of economic recovery and political compromise, stating that a successful resolution to ongoing tensions requires collective effort from all stakeholders. Looking ahead, he plans to conduct “trilateral” meetings that bring all parties together, which he believes is essential for comprehensive dialogue. His commitment to spending an extended period in New Caledonia reflects the French government’s dedication to addressing the territory’s complex challenges.

Valls’ historical connections to New Caledonia, having played a role in past accords aimed at settling disputes, could provide a hopeful avenue for rebuilding trust and cooperation among the various factions. By focusing on dialogue and collaboration, there is potential for a brighter, more stable future for the people of New Caledonia following recent turmoil.
