Urgent Call for Government Action: Can Squatter Settlements Be Erased?

A former senior civil servant is urging the Government to create a five-year strategy aimed at eliminating all squatter settlements. During a public consultation regarding the draft National Housing Policy for 2024-2030, Saverio Baleikanacea emphasized the need for the Government to revitalize housing initiatives started by Catholic priest Father Kevin Barr.

Baleikanacea pointed out that such projects effectively address the problem of squatter settlements, stating, “They did a very good project; that’s the kind of project Government should do to get rid of squatter settlements.” He underscored that encouraging squatter settlements promotes illegality, urging the necessity for upholding the rule of law.

He also highlighted the importance of addressing the issue of undeveloped land, suggesting, “If you cannot manage your land, then Government should take over.” Baleikanacea criticized the Government for holding onto state land without utilizing it effectively.

Manasa Lesuma, the permanent secretary of the Housing Ministry, acknowledged the need to consider the livelihoods of those genuinely in need of housing. He noted, “Some are genuinely poor, while others want to live in decent communities but are hindered by a lack of affordable housing and available land lots.” Lesuma indicated that the Housing Authority is currently addressing these issues, with numerous subdivision projects underway.

He added that approximately 1,000 new lots will soon be made available. However, Lesuma cautioned against relocating squatters or dismantling informal settlements without offering viable alternatives. He stressed the need for sufficient housing options and available land parcels before considering the removal of these communities.
