Trust in Crisis: Fiji’s Security Review Unveils Troubling Findings

The National Security and Defence Review has highlighted a significant lack of public trust in government institutions in Fiji. This was emphasized by Minister for Home Affairs Pio Tikoduadua during the report’s launch at the Grand Pacific Hotel in Suva.

The review examines the core risks to Fiji’s national security and identifies various contributing factors, such as the legacy of human rights violations following past coups and the recent influx of illegal drugs into the country, allegedly with the involvement of some police officers.

Professor Satish Chand, the Editorial Chair of the review, explained that the document is structured into three main sections that detail Fiji’s national security framework, recognize the primary security threats and challenges, and offer crucial recommendations for reforming the security sector.

He pointed out that there is considerable misunderstanding among the public regarding the concept of national security, noting that many people immediately associate it with the military, firearms, and coups. He asserted that national security encompasses much more than these elements.

Minister Tikoduadua remarked that the report does not soften the harsh realities of Fiji’s national security issues. It stresses the necessity of rebuilding trust among the government institutions, civil society, and the broader community for enhancing national security.

He stated, “Restoration and strengthening of trust in our security agencies—both the Republic of Fiji Military Forces and the Fiji Police Force—are vital. The report emphasizes that accountability, transparency, and civilian oversight are essential. Initiatives like the Police Reset and Restore Blue provide a clear direction for restoring that trust.”

Tikoduadua committed to implementing all the recommendations from the review, including formalizing and enhancing the roles, coordination, and democratic decision-making processes within the security sector.

The review aims to reform Fiji’s national security landscape by instilling democratic accountability in security agencies, specifically the Fiji Police Force and the Republic of Fiji Military Forces. Moreover, it has been tasked with initiating a unified government National Security Strategy.
