The implementation of the National Strategy will be supervised by the HIV Board, which was formed under the HIV/AIDS Act of 2011. This strategy aims to enhance public health, treatment, care, human rights, and social justice concerning HIV and drug use.

Key objectives of the strategy include aligning national legislation with international standards, improving access to HIV testing and treatment, expanding harm reduction initiatives, fostering education and awareness, enhancing data collection and analysis, and advocating for necessary policy changes.

The overarching goal is to establish a coordinated approach to address the interconnected challenges of HIV and drug use, emphasizing prevention, treatment, harm reduction, and social justice.
