This funding, introduced as a stimulus budget in 2020 to alleviate economic pressures amidst the pandemic, was expected to support public health emergencies and healthcare systems.
The lack of accountability regarding these funds led to heated exchanges among parliamentary members. Former Prime Minister Hu‘akavameiliku and Minister of Infrastructure Sevenitini Toumo’ua attempted to redirect the discussion by pointing to unrelated issues such as ongoing construction projects and road maintenance associated with the COVID-19 recovery efforts. However, their attempts were met with resistance, demanding greater transparency on the COVID-19 budget allocations.
Prime Minister Eke, who also serves as the Finance Minister, emphasized in the session that the Auditor’s report explicitly stated the absence of documentation for the expenditures. This issue has reignited discussions about the importance of maintaining stringent financial controls and accountability, especially during crises.
The situation mirrors similar concerns raised recently in other contexts, notably regarding the Ministry of i-Taukei Affairs, wherein discrepancies in financial management practices were highlighted. In a hearing by the Public Accounts Committee, issues were reported concerning the ministry’s adherence to proper accounting principles and internal controls, particularly during the pandemic when many staff were working remotely. Such highlights underscore a critical need for improved financial governance across various governmental sectors.
Lord Tu’ilakepa, Chair of the Whole House Committee, had to intervene during the heated debate to remind members to keep the discussion respectful and focused. As the Parliament took a break, it became evident that the issue of fund management during the pandemic remains a pressing concern that requires immediate attention.
