The Tertiary Scholarship and Loans Service (TSLS) has officially taken over the Travel and Bond Clearance and Recoveries function as of January 2, following a handover agreement with the Fiji Revenue and Customs Service (FCRS). This significant change aims to streamline operations for students and graduates, significantly improving the efficiency of securing travel releases and bond clearances in Fiji.
Previously, students faced complicated procedures requiring them to navigate multiple steps involving both TSLS and FCRS, leading to delays and confusion. The handover is expected to reduce processing time for bond clearance from 5-7 working days to just 1-3 days. TSLS CEO Hasmukh Lal expressed confidence that this transition will benefit students seeking assistance for overseas travel and bond-related issues.
During the handover ceremony held in Suva, FCRS CEO Udit Singh shared that over the last seven years, the FCRS team has assisted around 1,000 students with travel release requests, averaging 20 to 30 requests daily. With this transfer of responsibilities, FCRS will no longer process any TSLS-related requests, allowing them to focus on other service areas.
In line with these efforts, TSLS plans to collaborate with the Fiji National Provident Fund (FNPF), enabling a more efficient bond clearance process by allowing TSLS to obtain employment verification directly from FNPF. Students will be required to submit an FNPF statement as part of their application for bond clearance, but this will simplify the previous verification process.
This transition reflects a broader commitment from the Fijian government to enhance the educational financing system, thereby promoting better student mobility and financial management. By modernizing processes and improving service delivery, TSLS is taking significant steps to enhance student welfare and accountability within the educational system.
The changes introduced by TSLS are not only beneficial to current students but can potentially serve as a model for other government ministries and institutions striving to improve service delivery in Fiji. As TSLS continues to evolve in its role, it embodies a hopeful outlook for the future of educational services and student support in the country.
In summary, the enhancement of the Travel and Bond Clearance function symbolizes a notable advancement in service delivery for students in Fiji, significantly improving their transition from education to the workforce.
