Squatter Settlements to Share Trash Costs: What’s Next?

The Standing Committee on Social Affairs has recognized the intentions of municipal councils to require residents of squatter settlements to take responsibility for the costs associated with improper waste disposal. This acknowledgment was made by committee chair Iliesa Vanawalu during the presentation of the Lautoka City Council’s annual reports for 2015-2017.

Mr. Vanawalu noted that certain councils pointed out ongoing issues with rubbish disposal, where residents were neglectful and not held accountable for their waste management practices. He expressed support for initiatives allowing these residents to contribute to the council’s waste management plans.

Council CEO Mohammed Anees Khan shared that, while the practice of involving squatter settlement residents in waste management is not currently established in Lautoka, there are measures in place aimed at reducing waste collection challenges. He explained that rather than conducting door-to-door collections in squatter settlements, the council has encouraged the formation of local committees to designate collective trash collection points within their communities.

Moreover, Khan mentioned that the council is collaborating with the Housing Ministry on two projects designed to formalize squatter settlements in Lautoka. Upon completion and transfer of these projects under municipal jurisdiction, residents will begin to receive full city services and will be required to pay city rates, which they are currently exempt from.

This initiative reflects a proactive approach to waste management while also providing residents with the potential for legitimate city services. Such measures not only aim to improve sanitation but could also foster community responsibility and collaboration among residents.
