Speaker of the House Shakes Up Committee Representation Debate

The Speaker of the House, Ratu Naiqama Lalabalavu, addressed independent Member Jone Usamate regarding the status of 26 independent lawmakers and their representation in Standing Committees. This discussion occurred during a Parliamentary session last Friday, following a point of order raised by Mr. Usamate, who argued that the representation of the two Opposition blocs should reflect their size according to Standing Order 114(4).

Mr. Usamate emphasized that Standing Order 114 indicates that representation in Standing Committees should be proportional to each party’s presence in Parliament. He pointed out that as a bloc, they do not constitute a political party but collectively number 26 independents. He noted that the Group of 16 members within the independents represents 61.5 percent of that total and proposed that their representation in Standing Committees should mirror this percentage.

In response, Ratu Naiqama clarified that the issue had been previously discussed and wanted to provide clarity moving forward. He noted that before the situation arose, he had sent a letter to all 26 independent members, asking them to decide their status following deregistration by the Supervisor of Elections. According to the Speaker, all members chose to remain as independents.

He stated that by choosing to be independent, Members, including Usamate, are not classified as a political party. Ratu Naiqama added that, by law, they transitioned from the party system to an independent status, and efforts are being made to ensure their effective participation in the Standing Committees.
