The transfer of Selina Kuruleca from the Education Ministry to the position of Permanent Secretary for Justice signals the onset of further changes, according to Luke Rokovada, chairman of the Public Service Commission (PSC). In a recent interview in Nadi, Rokovada emphasized that this reshuffle was necessary.
He clarified that the changes were not the result of performance issues or a directive from the Prime Minister. “The commission made the decision, with the agreement of the Prime Minister,” he stated. He added, “For all Permanent Secretary postings, appointments, or transfers, the commission decides with the PM’s agreement.”
Ratu Meli Nacuva will step in as the Acting Permanent Secretary for Education while also serving as the Permanent Secretary for Youth and Sports. Rokovada highlighted Nacuva’s background in public administration, education policy, and training as crucial in sustaining the advancement of education quality and accessibility.
When asked about the motivation behind the changes, Rokovada described the reassignment as part of a routine reshuffle. “It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organisations,” he remarked. He noted that the PS Justice position is newly established and that Kuruleca was a suitable candidate since they had difficulty finding the right one through advertising.
Rokovada downplayed any concerns regarding Kuruleca’s lack of experience in the justice sector, stating, “The commission believes this new assignment will further leverage her skills and experience.” He also announced that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry would be appointed soon, following the resignation of Yogesh Karan.
