The Republic of Fiji Military Forces (RFMF) is dedicated to enhancing its transparency and accountability to taxpayers and the government. Commander Major-General Ro Jone Kalouniwai expressed these sentiments in an interview last week, noting significant improvements within the RFMF regarding its commitment to openness.
He emphasized, “At the end of the day, we are accountable to the taxpayers, the Government, and the public at large.” Major-General Kalouniwai acknowledged that the RFMF has traditionally operated in a closed environment but is now striving for greater public visibility and awareness.
When questioned about the transparency of previous commanders, he refrained from stating they had “failed,” suggesting that differing circumstances may have impacted their approaches, whether it was due to their willingness or ability.
Discussing his leadership philosophy, Kalouniwai stated that leading the RFMF involves balancing the roles of a leader and a commander. He described leaders as those who navigate complexities and compromises, whereas commanders adhere strictly to regulations. “It’s all about black and white,” he explained, highlighting the importance of understanding how to function effectively in both capacities.
Since his appointment in September 2021, Kalouniwai’s initial objective was to assemble a team by December to implement a five-year strategic plan for the RFMF. He noted this would establish a clear direction for the organization and foster a climate of trust crucial for effective leadership.
“Trust is all about making yourself accountable to the people that you are working with,” he stated. He described the RFMF’s approach to decentralizing responsibilities through a concept called mission command, allowing him to focus on strategic matters while operational tasks are handled by others, such as the land forces commander and naval commander. Kalouniwai emphasized that this structure enables efficient organization without micromanaging his subordinates.
