Revamping Budget Talks: A Focused Approach for 2025-2026

Finance Minister Biman Prasad has emphasized that the ongoing National Budget Consultations are intentionally designed to be focused and sector-specific, moving away from the traditional model of large public gatherings. Speaking at the first public consultation for the 2025-2026 National Budget at the Rishikul Sanatan College in Nasinu, he noted that the attendance was approximately 30 individuals, underlining the goal of facilitating direct discussions with sector representatives.

“This isn’t about gathering large crowds but about giving opportunities to those who wish to make submissions,” Prasad expressed. He highlighted the shift from past consultations, where hundreds attended to receive information, stating that the new approach allows for more targeted engagement with various groups.

The Finance Minister explained that consultations are structured to engage with specific sectors, which include finance, manufacturing, transport, and communication, ensuring that feedback is gathered from the appropriate stakeholders. For instance, on Wednesday, all financial sectors were consulted, while Thursday’s session focused on transport.

Additionally, Mr. Prasad reiterated the importance of community-level engagements to maintain inclusivity, particularly in areas such as education. He mentioned plans for one or two community-focused sessions—similar to Thursday’s that welcomed input from educators—aimed at engaging specific groups like teachers and representatives from higher education institutions.

Prasad firmly concluded that gathering thousands for budget consultations “makes no sense” and expressed confidence that engaging sectoral representatives would yield more effective discussions, ultimately leading to a better-prepared budget.

Furthermore, he confirmed that the submission process remains open until the end of April, and detailed consultations with ministries and relevant departments are anticipated to follow.

This proactive and structured approach illustrates the government’s commitment to inclusivity and effective governance, aiming to ensure that the forthcoming budget accurately reflects the needs and priorities of different sectors and communities. The focus on smaller, more targeted discussions not only promotes more substantive dialogue but also helps build trust between the government and its constituents, promising a hopeful outlook for future economic policies.
