Selina Kuruleca has been reassigned from her position at the Education Ministry to serve as the Permanent Secretary for Justice, a move that Public Service Commission (PSC) chairman Luke Rokovada describes as “just the beginning” of further organizational changes. In an interview conducted in Nadi, Rokovada emphasized the necessity of the reshuffle but clarified that it was not related to performance issues or a direct order from the Prime Minister.
“The commission made the decision, with the Prime Minister’s agreement,” he stated. He explained that all appointments and transfers for Permanent Secretaries are determined by the commission with the Prime Minister’s consent.
Ratu Meli Nacuva will step in as the Acting Permanent Secretary for Education while he continues his role as Permanent Secretary for Youth and Sports. Rokovada highlighted Nacuva’s extensive background in public administration, education policy, and training, noting that this experience would enhance the ongoing efforts to improve education quality and accessibility.
When questioned about the rationale behind these changes, Rokovada characterized it as a standard reshuffle. “It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organizations,” he remarked. He also assured that Kuruleca is a suitable candidate for the newly created PS Justice position, as efforts to find an appropriate candidate through conventional advertising had been unsuccessful.
Addressing concerns regarding Kuruleca’s qualifications in the justice sector, Rokovada expressed confidence that her new assignment would effectively utilize her skills and experience. Furthermore, he mentioned that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry would be appointed soon, following the resignation of Yogesh Karan.
