Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has lauded Prime Minister Sitiveni Rabuka’s decision to appoint members from the Opposition to significant ministerial positions, calling it a “smart move.” Kotobalavu emphasizes that this approach could greatly reinforce the leadership of the People’s Coalition Government.

According to him, Prime Minister Rabuka’s authority to appoint ministers is rooted in Section 92 of the 2013 Constitution, which grants him the power to assign responsibilities to ministers and assistant ministers. What distinguishes this particular reshuffle is the inclusion of Opposition MPs, a move typically uncommon in a parliamentary system where such roles are filled by government representatives only.

Kotobalavu pointed out that these appointments are valid as the MPs are recognized as “cross-bench MPs,” a designation approved by the Speaker of Parliament, allowing them to serve in these positions.

He asserts that this reshuffle could lead to extensive positive outcomes for the government, enhancing its ability to manage the country and deliver better services to the populace. Kotobalavu describes PM Rabuka’s strategy as pragmatically astute, stating that it will not only bolster the capabilities of the People’s Coalition Government but also strengthen Rabuka’s leadership within both the government and his People’s Alliance party.

This is reflective of a broader trend in recent cabinet reshuffles, where there has been a push towards inclusivity and collaboration across party lines. Previous announcements surrounding the reshuffle indicate that introducing Assistant Ministers in key departments such as Public Works, Justice, and Health is aimed at easing the Prime Minister’s workload and preparing the government for its remaining term.

In summary, PM Rabuka’s bold move to appoint Opposition members could mark a pivotal shift towards a more cooperative and effective governance structure, fostering a government better equipped to meet its responsibilities and address the nation’s needs. As the Prime Minister navigates the next two years, this strategy holds the potential for improved political ties and enhanced public service delivery, casting a hopeful outlook on the future of the coalition government.
