The restructuring of Selina Kuruleca from her position in the Education Ministry to the new role of Permanent Secretary for Justice is “just the beginning” of further changes, according to Public Service Commission (PSC) chairman Luke Rokovada.
In a recent interview in Nadi, Mr. Rokovada emphasized that the reshuffle was necessary. He refuted claims that it was due to performance issues or a directive from the Prime Minister. “The commission made the decision, with the agreement of the Prime Minister,” he stated, adding that all appointments, postings, and transfers of Permanent Secretaries are made by the commission with the Prime Minister’s consent.
Ratu Meli Nacuva has been appointed as Acting Permanent Secretary for Education while continuing his role as Permanent Secretary for Youth and Sports. Mr. Rokovada mentioned that Mr. Nacuva’s background in public administration, education policy, and training would support ongoing efforts to enhance the quality and accessibility of education.
Describing the shift as part of a routine reshuffle, Mr. Rokovada explained that it was time for individuals to experience new environments and contribute to different organizations. He highlighted that the position of PS Justice is a new one and, after failing to find a suitable candidate through the regular advertising process, he believes Selina Kuruleca is well-equipped to take on this role.
Addressing concerns regarding Ms. Kuruleca’s lack of experience in the justice sector, he asserted that the commission is confident this new assignment will enhance her skills and expertise. He also mentioned that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry will be announced shortly, following the resignation of Yogesh Karan.
