Transparency International in Papua New Guinea (TIPNG) has raised serious concerns about the upcoming 2027 elections, indicating that another electoral disaster could be imminent. This warning comes in the wake of the 2022 election, which was marred by significant failures in the electoral process and unprecedented election-related violence.

The organization, which has monitored elections in Papua New Guinea for over two decades, has found the management and execution of elections to be deeply flawed. It highlighted multiple failures in crucial stages of the electoral process, including preparation, conduct, delivery, and declaration. In their review of the 2022 elections, TIPNG pointed out various issues such as inaccuracies in the electoral roll, lack of enforcement against electoral offenses, failure to adhere to constitutional requirements, disruptions during ballot counting, chaotic seat declarations, and an alarming rise in election-related violence alongside firearm proliferation.

A Special Parliamentary Committee that was formed post-2022 elections recommended a series of 70 changes to the parliament a year ago, but these proposals have yet to be debated. TIPNG’s chair, Peter Aitsi, emphasized the necessity of a continuous five-year electoral planning cycle backed by adequate support, stating that issues from the previous elections cannot be resolved with last-minute interventions. With two years remaining before the next elections, he urged immediate action from both the Electoral Commissioner and the government to address these long-standing concerns.

Adding to their concerns, TIPNG noted that the recently approved 2025 Budget did not increase funding for the Electoral Commission, failing to allocate essential resources needed in the non-election years for proper preparation. This funding gap threatens the integrity and efficiency of the upcoming 2027 elections.

In conclusion, while there are significant hurdles to overcome, the call from TIPNG highlights an opportunity for the government and electoral bodies to proactively address past failings. By committing to genuine reforms and fully supporting the electoral process, PNG can strive for a more legitimate and peaceful electoral future.

Overall, it’s crucial for the leaders in Papua New Guinea to heed these warnings and take substantial steps toward reforming the electoral system, ensuring that citizens’ voices are heard and respected in future elections.
