The implementation of the National Strategy will be overseen by the HIV Board, which was established under the HIV/AIDS Act of 2011. This strategy aims to enhance public health, treatment, care, human rights, and social justice as they relate to HIV and drug use.

Key objectives include aligning national legislation with international standards, improving access to HIV testing and treatment, expanding harm reduction initiatives, promoting education and awareness, strengthening data collection and analysis, and advocating for relevant policy changes.

The overarching goal is to establish a coordinated response addressing the intertwined challenges of HIV and drug use, emphasizing prevention, treatment, harm reduction, and social justice.
